You’ve got the keys, the truck is unloaded, and boxes are stacked in every room. Now comes the part nobody puts on a moving poster: turning a building full of cardboard into a functioning home. The good news is that Carlsbad makes most of this straightforward once you know who to call and when. Week One: Get the Essentials Running

Electricity and Gas: San Diego Gas & Electric
Carlsbad is served by San Diego Gas & Electric (SDG&E), the single provider for both electricity and natural gas across the region. If you’re renting, your unit almost certainly already has power flowing, but the account needs to be in your name so you’re the one receiving the bill rather than the previous occupant or your landlord.
Set up your account online at sdge.com or by phone. Have these details ready:
- Your new Carlsbad service address, including unit number
- The date you want service to start (ideally your move-in date)
- A government-issued ID and your Social Security number for identity verification
- A forwarding or current mailing address for your first paper statement, if you want one

Carlsbad Municipal Water District provides water service to most of the City of Carlsbad, but some parts of the city are served by other districts for water and for wastewater.
Before you do anything else, find out which district covers your address. The city publishes water and sewer district maps online, or you can simply ask your landlord, property manager, or real estate agent.
If you’re in the Carlsbad Municipal Water District, set up service by calling utility billing at 442-339-2420. A few practical notes:
- There is a $45 setup fee for all new accounts.
- The city requires at least 24 hours notice for service turn-on. Calling for same-day turn-on triggers a steep rush charge, so plan a day ahead.
- You can register to manage and pay your bill online at waterbill.carlsbadca.gov.
If your property falls in the southern districts, contact Olivenhain, Leucadia, or Vallecitos directly for sign-ups and billing. A quick look at the district map saves you a wasted phone call.
Trash and Recycling: Republic Services
One more thing that changed in recent years and surprises a lot of residents: the City of Carlsbad no longer handles residential trash billing. Republic Services bills directly for all residential, multifamily, commercial, and industrial trash and recycling services.
To start service or ask about billing, contact Republic Services at 760-332-6464 or carlsbadservice@republicservices.com. When you call, ask for two things specifically:
- Your collection day for trash, recycling, and green waste (Carlsbad uses a three-cart system, and your day depends on your neighborhood).
- Whether your carts are already on-site or need to be delivered.
Knowing your pickup day in week one means you won’t miss a collection and end up with a garage full of unpacked-box debris waiting another week.
Week One to Two: Make It Official
With the house functioning, turn to the paperwork that keeps your mail flowing and keeps you on the right side of California law.
USPS Change of Address
The U.S. Postal Service lets you forward mail and update your address either online at usps.com or in person at a local post office. A few tips to get it right:
- Time it for your move date. You can submit the request up to three months ahead and choose the exact date forwarding begins.
- Choose the right type. A permanent move forwards mail indefinitely (with most first-class mail forwarded for 12 months). A temporary move covers a set window if you’re in a short-term situation.
- Expect a small verification charge when you file online (typically around a dollar, paid by card to confirm your identity). The forwarding service itself is free.
- Forwarding is a bridge, not a substitute. Mail follows you for a year, which buys time to update the senders that actually matter: your bank, employer, insurance, the IRS, voter registration, and any subscriptions.
California DMV: Two Clocks Are Ticking
If you’ve moved to Carlsbad from another state, this is the most time-sensitive item on the entire list, and the deadlines are tighter than most people expect. There are two separate clocks, and they don’t run on the same schedule.
Your driver’s license: 10 days. California gives new residents 10 days to apply for a California driver license once they accept residency. If you’re transferring from a valid U.S. license, you’ll skip the behind-the-wheel test, but plan on a vision exam and the California-specific written knowledge test. Study the question pool ahead of time even if you’ve driven for decades; the state’s rules can catch experienced drivers off guard. Book a DMV appointment online before you arrive if possible, since walk-in waits can be long.
Your vehicle registration: 20 days. If you bring a vehicle into California that was previously registered in another state or country, you must register it within 20 days of becoming a resident or bringing it into the state. Miss it and the penalties are not gentle: penalties begin to accrue on day 21: $10 initial late fee, then escalating monthly.
For the registration appointment, gather:
- Your out-of-state title and current registration
- Proof of insurance that meets California minimums
- A valid smog certificate (most vehicles four years old or newer are exempt from the initial requirement)
- A VIN verification, which the CHP, a AAA office, or the DMV can perform
- Completed form REG 343
Knock out the smog check and VIN verification before your DMV appointment so you’re not turned away for a missing document.
Register to Vote and Update Key Accounts
While you’re updating addresses, register to vote at your new Carlsbad address through the California Secretary of State’s site or when you visit the DMV. Then run down your personal list: banking, credit cards, employer payroll, health insurance, pharmacy, and any streaming or subscription boxes. A ten-minute afternoon spent on this prevents months of mail chasing you across state lines.
Settling In: The Local Layer
